Illicit Cigarettes Have 10 - 19 Percent Market Share in Europe

In Europe, the smoking of illicit cigarettes increased by 3.9 percent compared to 2020. Specially in Estonia, the market share of illicit cigarettes is 10 percent, according to the survey that was commissioned by Philip Morris International (PMI). The market share of illicit cigarettes in Estonia, 10 percent, is lower than in the nearest neighboring countries: 14 percent in Finland, 16 percent in Latvia and 19 percent in Lithuania.

While the result is good compared to neighbors. although there was slightly less smoking in the countries surveyed in 2021 compared to the previous year. The market for illicit cigarettes in Europe increased by 1.3 billion cigarettes, and during the year an estimated 35.5 billion illicit cigarettes were smoked in the countries studied. The countries surveyed lost a total of 10.4 billion euros in tax revenue as a result.

The market share of smuggled cigarettes in Estonia increased by 3.7 percent over the past year, while in Latvia and Lithuania it decreased by 2.9 percent and 1.1 percent respectively.

In 16 of the 27 countries of the European Union surveyed, the consumption of illicit cigarettes remained at the same level as in 2020 or decreased slightly. The biggest reduction was registered in Poland, where the market share of illicit cigarettes fell by 3.7 percent and represents only five percent of the market. (Survey by KPMG).
